NEWS FLASH! PC does not have the best graphics.

I hear the argument all the time that PC has the best graphics. They do not, graphics are in video games, images, and movies.

Now if one were to say "PC is the most graphics capable" then I would certainly have no choice but to agree. Of course in time newer consoles come out with better hardware that is capable of handling much more graphically advanced games but as of like the last decade and a half, computers are have always been many steps ahead in those departments.

Of course the problem is that the hardware is not always used to its full potential, in fact I dare say this is normally the case even with computers.

That said, when the time comes in which we have finally achieved photorealistic graphics in games what defense will PC gamers come up with then? Better framerates? 

Only time will tell.

well, I could argue that monitor has the best graphics, because that is the device which displays things generated by gpu ;)
I can only guess photorealistic graphics is not a matter of this decade, even top-end PC hardware is ridiculously weak to be capable of REALTIME photorealistic graphics at decent framerate - for ex. this short animation less than one and half minute long of 1920x817 resolution took 4 MONTHS NON-STOP to render (which equals to about 1 frame per 24 hours,
so in order to make this realtime 60fps, about 5184000x more powerful PC would be needed

if one frame took 24 hours,
then one frame took 24*3600 seconds,
so 60 frames per second would theoretically take 24*3600*60 more performance

Also look at the date of when the video was posted. GPU tech has made leaps and bounds since then.

I think it's more about the API and processing algorithms rather than rough power,
for ex. these look really impressive, but are still not realistic "enough" if you know what I mean :)

Saying PC has better graphics is not inaccurate in terms of gaming. Often times it allows for higher settings than a console would be able to cope with. The only issue with terminology is when gamers talk about visuals and graphics like they're the same thing. There are games with garbage graphics that look amazing, and vice versa.

Not if the statement is taken literally no. The accurate way to say it would be "most graphics capable" due to the hardware that is available for it but that is a different story. In terms of graphics, the most incredible looking game (both graphics and gameplay wise) I have ever seen is Horizon: Zero Dawn which is PS4 exclusive and beats the graphics of any PC game I have seen or played, though Wildlands comes mighty close.

PC is more graphics capable, yes. However, PC does, in fact, have better graphics. The statement would only be inaccurate if the graphics options would not be present on PC. But, that is not the case, and even midrange PCs have better graphics (higher res textures, longer draw distance, and such) than consoles. There is nothing inaccurate about the phrase from either a grammatical or practical point of view.

Graphics options does not mean better graphics it only means control of them to suit what the system can handle. Like I said, graphics are in games made for the system, not in the system itself.

It's called a graphics engine for a reason. It's a series of programs bundled together that generate images, or graphics. The key part is, consoles don't have as much computational power, and so aspects are toned down to the detriment of the quality of the image being generated.

This is going off of technical definitions and not practical ones however. In practical use, the term "graphics" would still be used to primarily describe the results produced by the engine, and the term "visuals" would refer to the image produced.

Even using practical definitions, the phrase "PC has better graphics" still olds true, because they have the computational power to better simulate light and can render more objects with more detail. There are PCs less powerful than consoles, yes, but it does not make the statement untrue. PC, as a platform, has better graphics than consoles.

I know that and I even stated that consoles are weaker than PCs in the article. My point is that it is in the games where you see the graphics, the PC or console just runs them
