I think I3 will be good for GTA V and GTX460 (i have GTS 450 and its good)
But for GTA V GTX will be good

i think these specs would be able to run gta 5 at ultra:-
CPU-AMD Athlon II X4 645 with about 30% OC or INTEL CORE I5 650 with about 20% OC
GPU-Gigabyte HD 6850 OC 1GB GDDR5 or ZOTAC GEFORCE GTX 470
HDD-30GB
RAM-8GB or 12GB
RES-1920x1080
