Will I be able to play Diable 3 on this?

Not worried about max performance (obviously!) - just, will I be able to actually play on lowest settings?

My concern is that if I get just a graphics card I will find that the CPU or RAM is too slow, or something.

Do you think that a new graphics card really is all that is needed? The CPU was made in 2008, almost 4 years old now ....

No, your CPU and RAM is just fine for next few years, and yes the graphics card is a lot important than other hardware for games, so buying a new graphics card is the best thing to do.
