I'm a noob at PC hardware, including Graphics Cards Processors etc.
I was wondering if anyone could link me a good PC raning from $400-$600 that could run this game at a very good FPS at medium and up. By good I mean 100+ FPS

Uhm a pre-built pc that can do that under 600 bucks doesn't quite exist. Although, you could buy a computer with a nice CPU then drop a nice GPU in it, like a GTX 750, and you can do 100+ fps :D.

Here is my suggestion for around 600 bucks:
http://www.newegg.com/Product/Product.aspx?Item=N82E16883220835&leaderboard=1

and then slap this into it:

If you really wanna go the 100% pre-built way their is also this, but you gotta get it while its still on sale:

And if you're willing to spend a little over your budget you can get something a whole lot better:

It probably could if it has support for PCI-E expansion. Maybe ask Newegg if that product can support a two-slot graphics card.

Probably not actually D: this computer doesn't have enough slots in the back for a double layer card like the R9 270. This image shows how it would look with a single layer GFX card in it:

But don't give up hope :D…

Because their is good single layer GFX cards, such as this one (a gtx 750 actually :D)

and this will be lighter on your budget than the R9 270 ;D!!
You can also look into taller pc's with more slots.

Your Pentium G3220 and 4GB RAM are way more than what is recommended for this game… GT 640 can max this game with around 60 fps even on 1920x1080 and max settings…
