Bottlenecking is what is happening ;D! 70-100 fps is very good, so I don't see why you would complain.
You see, your CPU in this case is the bottleneck, not your GPU. That means changing your graphics settings won't affect anything.

When it comes down to it, max everything out and forget about it :).

You have just perfect fps, if you have over 64, you dont have to worry about it, because CS:GO comp servers are 64 tick (refresh per second).

With i5 and GTX 750 Ti, you can run it in max settings, 60+ FPS (1440x900)

Upgrading to 8GB is strongly recommended, especially for heavy games like Dying Light.

Medium settings, 30-50 FPS (1280x1024). Your CPU is a heavy bottleneck.

I fear you won't get a stable framerate above 60, and in my opinion cs doesnt make much sense if you play with 20-40 fps

tbh, you can play it in 1080p everything on ultra with aa and everything else maxed out, or on 800x600 everything on low, you will barely notice a difference in cs.. guess you'll be able to run it with 40-60 fps on your prefered settings
