I think you should go with settings set by the launcher (it configures the settings first time you launch), and that maybe medium without AA. Should get 35-40 FPS, with some random stuttering, a common issue in the game.

Yes I think you can run it on medium settings without AA. I hope you don't mind the graphics of the game (they are bit old from the modern graphics, considering it was released in 2006). You won't be able to install any graphics enhancement mods as your lappy won't be able to handle them. Otherwise you can run it on medium.

MW3 and Skyrim (without mods) is not pretty much demanding, though games like Metro Last Light, Crysis 3 would need some powerful beast like GTX 680 to run them on 3-monitor setup. Although I would recommend dual-GPU for it. You are gonna need a powerful (equivalent) CPU also to prevent bottleneck.
You can also ask greg or tzzsmk for their opinions (I don't have much knowledge in these things :P).

Yeah, you're gonna need very powerful rig to run modern games on 3 monitors. So, if you don't have that much budget, you should only get one 1080p monitor for the moment :D

Nice rig. I would suggest you to atleast get GTX 650 Ti (or Boost version if possible). And VRAM doesn't effect much, 1GB VRAM is fine for me, more than 2GB is useless.

finally got the game now, i put all the textures to low, and turned view distance down, and turned resolution down to 640x480, and i seem to get major lag in taverns and places in rooms with NPC's. any help?

That seems to be a common issue with the optimization of the game; many people are having it, including me; there are various 'oblivion stutter remover' mods, you can check them on nexus mods
