Back of the Box
In development since 2002, Oblivion is another leap forward in role-playing with its combination of freeform gameplay and cutting-edge graphics.
In keeping with the Elder Scrolls tradition, players will have the option to experience the main quest at their own pace, and there will be plenty of opportunities to explore the vast world and make your own way. Numerous factions can be joined, such as the thieves or mages guilds, and each contains its own complete storyline and the chance to rise to the head of the faction and reap further rewards.

Damn this game is awesome! I just love sunny forests more than Skyrims cold tundra. Going to try some light ENB with this, since without mods i can easily max this :D

FPS for this laptop at the lowest settings with no mods and with mods?
CPU: AMD A8-4500M @1.9GHZ
GPU: AMD Radeoon HD 7640G
RAM: 4GB (3.3 Useable) @1600MHZ
The reason I say lowest is because I might decide to record myself playing it.

For future reference. Anyone with the same rig as me. I got constant 40-50 fps with everything maxed out but I have Tree Canopy shadows and HDR bloom off

there's no specific settings to run this game, just make sure to run it on 1280x720 and set texture size to "Small" and you'll get 30-60fps and it should be pretty much playable :)

With that computer and this game I don't think there's settings you could set it on that would get less than 120fps if you had a monitor with that refresh rate. Unless you've got mods to improve graphics etc. 60 should be guaranteed.
