High settings is a little bit slow for me on 960p so I guess you better stick with settings that are a mix between Medium-High to maintain 30fps.

The game doesn't like Windows 8. It was made for Windows XP but on 7 it works fine too.

because of your Intel HD 3000,buy new graphichs card…
You can add 10 gb ram and better Processor, and it will still lag because graphichs card is most important for games.

On my ASUS Vivobook X202E, this game doesn't lag at all. With Maximum Setting and 1024x800 there is no trouble, I have the HD Graphics 3000 Mobile. Say, I thought 2nd Gen Core had 2000 or 2500 not 3000, thats for 3rd Gen?

I don't think so. I play on 900p max setting and this game dips near 30fps at many spots. Its pretty stupid actually that this game performs worse than GTA 4 on 720p+
