It will run on your rig but probably won't be playable. My sister has 37 FPS on HIGH settings and 800x600 res with Radeon HD 5450 (which is 33% better than X1550 according to GD), so your FPS will probably be around 25-30, LOW-MED settings on 800x600 res.

His graphics card is the issue, my sis plays on HD 5450 (it's weak but 17% better than 8600M GT according to GD) and her FPS was 25-40 on LOW. However any resolution above 800x600 the character movements become choppy, so your cousin can play @ 800x600 as well. His other components can handle the game at MEDIUM settings.
My advice for his settings:
Res: 800x600 (can improve if other lowered settings give smooth FPS)
Vsync: OFF
Framerate: UNLOCKED
Anti-Aliasing: OFF - LOW
Motion Blur: OFF
Shadow: OFF - LOW
Texture: MED - HIGH
Overal Quality: MED - HIGH
Also, try running the game using DX9 because I heard people encountered random crashes playing on DX10 (haven't seen one myself)
