If you look at the original trailer from 2k, not the controls trailer but the one prior, you will see pc logo at the end of it next to ps3 and xbox.
Plus if you just google nba 2k13 pc you will find many place (wal-mart, gamestop, etc) allowing pre-orders for pc for about $30.
