Not involved with the poorly received 2007 Shadowrun shooter game, Weisman wanted to work on another Shadowrun project that had a more "authentic tone," but due to restrictions on the license, he could not obtain the backing of other publishers for new Shadowrun projects. The success of crowd funding financing models then motivated him to obtain funding for his project, Shadowrun Returns, through the Kickstarter crowd funding platform.
