This has some bad optimization here is my fps:
Min fps: 0
Max fps: 53
Avg fps: 36

yes happens to me to but only in the beginning when i first log in.
But a few minutes it runs fine from 35-60fps which is still very playable

You're wrong! I can run it at lowest settings with some low FPS but generally I have 30-40 FPS, so it's playable and his RIG is better than mine.

Well, his cpu is not as good as your's is, and he has lower ram, his gpu is slightly better than yours but besides that, your rig is better than his. Like i said he can try it if he wants to.
