i cant believe you run that on low with 40 fps cause when i had my netbook atom n570@1.66ghz 2C/4T with gma 3150 i ran it with 20fps

i don't know but i run, i will screen shoot u my fps in game .. i have fall of fps to 25-30 .. and ur proc is too low to run nfs world -.-

You'll be able to play it on max settings with that easily at probably at least 50+ FPS (and probably mostly at 60).

Yes you can use that, but be aware that 3G and 4G cause a lot of jitter (especially 3G, I can imagine) that could cause the game to lag a bit more.
