The game places the player in the role as a courier. The courier, while delivering a package with unknown contents, is found unconcious in a shallow grave after a failed assassination attempt by an unknown assailant. The courier is treated for injuries by a local caregiver, Doc Mitchell. Thereafter the player enters into character creation (defining skills and attributes, name, gender, age and appearance) before investigating the assassination attempt, recovering the stolen package, and exploring the world
The Vault-Tec Assisted Targeting System, or V.A.T.S., will have the ability to use new special attacks Usage of certain melee weapons will trigger unique attack animations. For example, using 9-Iron (a golf club) would show up as "Fore" and sends the enemy reeling for a period. Also Obsidian Entertainment has added the ability to use the ironsight on all guns and rifles.

I'm pretty sure you can run it with that mod easily, heck you can run most of the newer games easily.

Ok awesome! Would a FX-8350 change performance at all? Like make it worse since AMD cpu's aren't as good.

How good your CPU and GFX is and how low the system requirements are I don't think it will affect anything. You should try 720p(1336x768 or 1280x760) to gain some fps, but if you have a lot of fps you should try 1080p(1920x1080).

I'm not for sure how much blackout EMB affects the game but you can run Metal gear solid ground zeros, GTA 5, Far cry 4, and maybe even Assassins Creed unity on High 1080p (1920x1080), maybe a little tweaking with the AA. If you can't run the Blackout EMB I'm not for sure if anyone can.

1280x720 or 1366x768 and high no aa most likely 30 fps or more, the lowest fps is maybe 25

the laptop I have now can max it out.
My older laptop ran it on high, 1280x720 no aa, 25 fps.

I think you can almost max this out just turn aa off and maybe shadows med
texture should be high as well as almost everything.

You should get good fps and your pc is way better than my old one, Asus VivoBook X200CA-DB01T. Its weird that it say's your pc can't run it and your pc is better than my Asus VivoBook X200CA-DB01T. I guess you shouldn't listen to the requirements all the time. Your fine at 1280x760 or 1366x768 almost if not max. Enjoy.

With 720p you shiould be able to run it 28-30+ Fps with tweaked Low-Medium. If graphics mean a lot to you then lower the res even more and go for medium-high.
