Payday 2 should be an action packed shooter, so you'll need a medium rig at least to run it. There looks to be plenty in the way of high graphics for those who want them as well.

Try Ultra settings at 1366x768 ,and high in other resolution . You can get 40+ FPS ..

Well pretty much the only thing you can do, apart from upgrading, is install the latest drivers, turn all the settings all the way down to minimum and lower your resolution as much as you can.

Yes, it'll help, but probably only in older games. You'll want to do a complete rig overhaul if you want to be able to play all modern games on decent settings…

Well it depends on the game. Some require more CPU power than they do GPU, and vice versa. That's why it's best to have a balanced rig, like don't get an expensive CPU and run a low-end GPU alongside it. Get a good CPU with a good GFX and you'll be able to run any game. However, for Payday 2 in particular, I would advise you to get a slightly more powerful GPU.
As for your current graphics card, I'd say it's about right. Right now I think it would cost around $30, maybe 40, but I suppose you bought it in the past.

Well the best would be the QX9775, but that's too expensive. I'd recommend something like the Q6600 or Q8400. Or if you can find one, a Q9300. I have that in my other rig and it's a legend :P
I still didn't understand though, will you mainly be playing Payday 2 or do you want a good rig that will run other games as well? Because if you're only playing PD2, then your CPU is fine. It's the GPU that you need to upgrade.

You can definitely run it, but don't expect amazing results. I think you'll be looking at something like low settings with 30-40 fps.
