What does the American Dream mean today?
For Niko Bellic, fresh off the boat from Europe, it is the hope he can escape his past.
For his cousin, Roman, it is the vision that together they can find fortune in Liberty City, gateway to the land of opportunity.
As they slip into debt and are dragged into a criminal underworld by a series of shysters, thieves and sociopaths, they discover that the reality is very different from the dream in a city that worships money and status, and is heaven for those who have them and a living nightmare for those who don't.

This is wrong. My Intel HD graphics 4000 runs this game on medium resolution on 40+ fps, and on lowest at 80+ fps, Trust me.

You sure it's not the Intel GMA 4600? Intel HD Graphics and Intel GMA Graphics are two different GPU series. The GMA series is older and intergrated into motherboards, while Intel HD is more recent although still lacking performance and is intergrated into CPU's.

Actually, it's possible to see the difference not only between 30 to 60 fps but also from 60 to 120fps (maybe more if you look closely).

Here, have this:

I play it at medium-high (with zero on the view detail and distance values) and I get 15-65 fps. It usually sits around 30-45, dropping when in crowded places or when driving too fast.
I'd say you can get the same frame rate with tweaked medium settings (try to play with the settings a bit).

confused here…

Apparently I could easily run this game on my new laptop. I don't believe it as it isn't the best optimized game.

APU: AMD A10-4655M @2.3Ghz

GPU: AMD RADEON HD 8670M 2Gb

RAM: 8Gb

(APU and GPU work together in Crossfire)

I'm not susprise, you have a good laptop for this game, and Radeon HD 8670M will be able to run this game at Medium settings.

But you'll face some FPS drops, hard to get stable FPS in this game … :D

I can't believe how bad this game's optimization is. I can't even hold 60 fps with the auto settings, which is basically tweaked medium with 21 draw distance and 31 detail distance. How can my PC not max the game out?

Game developers are playing game with us.. they badly optimize to force us buy new hardware… This is just a business my friend. Happy Gaming

Man the optimization is way too poor… Perhaps it is the worst optimized game i ever seen… My system runs crysis 3 on 40+ fps on high settings… Even I can only manage 20 fps on low & a lot of sluttering in GTA IV…
