What does the American Dream mean today? For Niko Bellic, fresh off the boat from Europe, it is the hope he can escape his past. For his cousin, Roman, it is the vision that together they can find fortune in Liberty City, gateway to the land of opportunity. As they slip into debt and are dragged into a criminal underworld by a series of shysters, thieves and sociopaths, they discover that the reality is very different from the dream in a city that worships money and status, and is heaven for those who have them and a living nightmare for those who don't.

Your CPU badly needs upgraded but you should be fine for low to medium settings, 25-??fps. I don't know what your max fps would be but you should be fine for a steady 25.

ok, i was going to upgrade to a QX6600 or a E8600, but instead im thinking to just save up for a whole new PC all together, but just keep the GPU otherwise il be wasting money
E: Out of interest, will this run GTA 5? The CPU will be OC'd

IMO, you should get both in terms of gameplay length, and also because their stories interconnect in some parts. In the settings, maybe medium? I'm really not sure because the game is not that optimized.
