I'm having an issue with this game, I'm getting massive frame spikes and dips on a 1280x720 resolution. It can be 60FPS for one second and in the low 20's the next. Any idea on how I can fix this?

I had the same problem! Set MAX PPF at 16 and Shadow Resolution at 2048. It would also be a good idea to turn off V-sync. It should remain at 60 now!

Well, if you limit yourself to one screen (you have two screens right?) and put the textures to low or medium and shadow res to 4096 you should be able to get 60 fps. The game is also well optimized.
