This combination is called Asymmetric CrossFire and can also lead to Micro Stuttering.
Benchmarks indicate the performance is better than a single Radeon HD 7470M performing by itself but this will depend a lot from game to game and on the drivers installed.

I have this graphics setup as well as an A6 4400M Dual Core CPU. (Upgrading to a10 soon) And i run every single game i have tried on max setting except guild wars 2 - medium. I play the following games on high - ultra. -- Diablo 3, Starcraft 2, Battlefield 3, Counter Strike : GO, WoW, LoL, and more.

my dual cards are worse rated than my single radeon hd 7690m because performance can be worse than single card

The purpose of dual graphics is not to reduce performance but to increase it,however the improvement in performance depends entirely on proper driver support since the driver support for dual graphics is currently not good the performance may go down by 15-20%.
