Radeon HD 6670 Review
Radeon HD 6670 is a fast-middle-class GPU part of the Radeon HD 6000 Series released by AMD in 2010-2011.
There are two versions available: one with fast GDDR5 memory type and another with standard DDR3.
This version has 1GB of GDDR5 memory type which results in a very solid fast-middle-class GPU capable of playing Very Demanding games like Metro 2033 and The Witcher II at medium or high settings settings smoothly. Modern demanding games like Crysis 2 and Skyrim V will run at high settings with fluent FPS and with AA and other techniques, thanks to the increased Memory Bandwidth resultant from the fast GDDR5 memory type.

It will work, but you might need a new PSU for it. You can also use an HD 6450, which will run guaranteed on 300W. Also, your brother is going to want to upgrade from 512MB RAM to at least 3GB DDR2 SDRAM and a bigger hard drive, provided he still uses the base model.

Will this run SimCity on high(-ish) specs with good/reasonable FPS?
EDIT: I'll be running at 1366x768.
