Radeon HD 7850 Twin Frozr III OC is a special edition of the powerful Radeon HD 7850. See the standard version for more information about it.
The differences include an increased core-clock, that went from 860MHz to 900MHz and a new quiet and efficient cooling system.
The performance boost is not very significant and about 3.5% when compared to the standard version.
All games, including demanding one's, will run on the highest settings.

bottleneck is when a component (CPU or GFX) can't use all it's performance because the other component (CPU or GFX) is too weak, but that doesn't happen with your rig (if you buy this GFX), it would be perfect.

The HD 7850 definitely. This card is beast, trust me. Runs everything I throw at it on max settings like Skyrim, BF3, Saints Row 3, Black Ops 2 etc

What's your budget? If that'd require you to get a lesser GPU than this one, then stick with your Phenom for a while to get this nice card, and down the road upgrade your CPU

If that's the case, then I'd start saving to get a more capable CPU, $60 would not get you far as far as CPUs are concerned, keep your current one and go for this GPU, then upgrade CPU later on:)
