The features include better cooling and an increase on the core-clock from 900MHz to 910MHz.
Benchmarks indicate the performance is basically the same.
Some modern demanding games will run at the highest settings using a 1080p resolution but the largest part will have to be played with a 720p resolution to be played optimally.
This Graphics Card needs to be paired with a decent Quad Core CPU.

7750 consumes much less power and heats less due to more recent GPU architecture at 22nm. Perhaps 550 ti is a better performer, but only very slightly.

Yes it does. GTX 550Ti is also as equal to gtx 650. You might want to look at 650Ti also, because it is 20-33% faster than 550ti and 650.

Your cpu will handle anything. If bottleneck is your only worry, go get a HD7970 or something, it won't matter. If you go to 650ti budget, you'd better get a cheap HD7850..

I think that PSU can handle it. Use the 6pins + (Molex To 6pins Cable) to connect to your GPU (IF the PSU don't have 2x 6pins connector). | Edit: I just find out this GPU only need 1x 6pins connector, not a problem from what I see)
