Radeon HD 7650M Review
Radeon HD 7650M, codenamed 'Whistler Pro', is a mid-range GPU part of the Mobility HD 7000M Series released by AMD in 2012.
It's still based on the old Turks chip and therefore a renamed Radeon HD 6650M. The core-clock will range from 450MHz to 550MHz, and will be decided by the laptop manufacturer, probably according to the cooling system. Since the previous Radeon HD 6650M's core and memory clocks were set to 600MHz and 900MHz respectively, even using a core-clock of 550MHz the performance will be worse than the previous Radeon HD 6650M.
The performance is very limited and so Very Demanding games (e.g. Metro 2033, Max Payne 3) will only run on the lowest settings and even Demanding games (e.g. Crysis, Mafia 2) might require very reduced settings.

Should I use this or the HD 4000 for games? I'm looking to run FIFA and Borderlands 2 on low at 1366x768 and I don't know if the discrete GPU will make a difference since it has roughly the same performance as the integrated one.

The hd 4000 is better can run bf3 35 fps low all drivers update but fot that game and small budget but for boderland 2 pick a class higher rating 5-6
