Are you RAM running at proper speed and dual channel mode? By default some motherboards run RAM at slowest rated speed by JEDEC, and if you bought your RAM separately and not as a pair, chances are they aren't configured as dual channel. GTA V and RotTR are notoriously known as CPU and RAM bandwidth stress tests, so if you can't overlock your CPU, best you can do is set your RAM to the best it could, also you can overlock your RAM while tightening the timings.

Would this be worth an upgrade from a 3770? Would it even be a noticeable difference? Thanks.
