Definitely, mine at 4.2GHz is very close to the i7-5820k @ 3.6GHz in terms of overall processing power.
So for $80 it's pretty good. :D

That is true. Though, my 4.79Ghz 5820K is a beast (Benchmark OC, 24/7 Oc is 4.5Ghz)

not sure why, but my i5 is only 2 years younger(q2 2012)
and it says its 30% faster than this xeon on stock
westmere was befor sandy bridge but 2 gens should not erease the benefit of 12 threads

I think the rating system is based on gaming performance and not overall performance. Plus the oc option is sort of broken, so you should compare stock vs stock for the most accuracy.

Mine @ 4.1GHz bests a 4790K @ 4.4GHz in anything that can use the extra cores/threads.

Well, yes and no. I see you compare it to 5820k above, and I have some disagrements. Clock cycles per second and number of threads aren't an indication of how much performance a CPU can offer. Xeon 5650 might have 12 threads and get a higher frequency when overclocked, but that doesn't mean it beat the 4790k.Architecture, cache and TDP are just as important for performance.

Also X5650 has Westmere-EP architecture, while i7-4xxx and 5xxx has built Haswell and Haswell-E, so it can't compare clock speed to determind performance as it is 2 different families. So I have to disagree with the part were you blaim GDs rating system. Yes overclock ratio might be a little bit off, but at stock clock the GD-rating are pretty accurate.

The CPU rating-system are not based on gaming performance but overall performance. You can use PassMark benchmark for a more accurate comparsion: http://www.cpubenchmark.net/cpu_lookup.php?cpu=Intel+Core+i7-5820K+%40+3.30GHz&id=2340
