It will be a good upgrade coming from i5 2400. However, I recommend upgrading your GPU first to that GTX 1070 you mentioned, THEN you will be in a position to upgrade CPUs. Your current i5 isn't crippling any games at the moment.

would this go well with a Radeon RX 480 8GB, or would it be a bottleneck the gpu? is the Core i5-6600K 3.5GHz a better choice?

It won't bottleneck the GPU. But 6600K would still be the better choice.

I know that 4670K is unlocked for overclocking what i meant is they have the same performance working on default the i5 6600K is the unlocked version and it's better than the i5 4670K on default and the DDR4 is the only advantage over 1150 Sockets there might be a slight performance increase on Skylake but it's not huge

I'd go for the Z170 Progamin version, in case you can later upgrade on the unlocked versions of i5 and i7, where you can clock it as you need.
But yes almst every game should run fine. I noticed "almost NONE" improvement with a i7 6700 over the i5 6600 in games (have in mind the non-K versions i tested with the same system specs just different CPU's)

Cheers!

Tough question….980 is a great card, you can easily use the card to play games for another 3 years on 1080P at good settings

but none of the cards now fully support DX12, so the new gen cards from amd and nvidia on reduced nm architecture should have offer good performance on low tdp and better performance on same tdp and should feature full DX12 support, async etc and they might release in another 3-4 months

so i am guessing new gen cards should perform 20-25% better than current with other good features

Wait for the GTX 1070 if you can't get the GTX 1080. You'll get a -450$ MSRP price for the GTX 1070 which "should" (as stated from nVidia) run all games fine at 4K with the G5X Memory from Micron. And it should be twice as fast as the Titan X :) *Hands crossed"
