I believe it's his PSU, the r9 290x with a cpu that consumes less than the fx 8350 requires 42amps, but he has an fx 8350, which consumes more power and it's even overclocked and his r9 290x is overclocked, but his PSU has only 47 AMPs on the +12V rail and that easilly is not enough.

You probably have an unstable overclock as some people suggested, first try to put the gpu at stock speeds, even though it's probably a factory overclock, not every gpu comes out stable at the factory overclock.

try an older driver.

and you might be pushing your PSU with this gpu, it's overclocked, you already have an fx 8350 that is overclocked, I think that you don't have enough amps on the +12V rail, just put everything to stock speeds.

because battlefield 4 tends to use the cpu more than tomb raider, leading into more power consumptions and more amps needed, try everything at stock, both CPU and GPU and everything that you have overclocked.

Also your motherboard has got something called X-boost, which overclocks everything in your PC, make sure you stop that as well.

Try playing it with default clocks, too much oc can sometimes cause low fps, stuttering and crashing. This oc should not be too much, but try this just in case. Also, whats the GPU usage in BF4?

Does it always take the same amount of time to get from 100 to 60 usage_

I believe you have already tried all the driver update/driver clean install stuff, that is usually recommended in such cases. I had a similar problem with my old 7790 that I could never resolve.

I still believe that problem was with the GPU itself and if that is the case for you too maybe you should RMA.I waited too long to RMA.About an year to be accurate. I thought it was just a software problem but it wasn't. I am not saying that your GPU is faulty, I am just saying to keep in mind what the problem might be

assuming he just got it, I'm sure he did, which could be the problem.
