Firstly, you probably won't be able to overclock much because you have crappy motherboard as it comes from Dell. I would really try to hold overclocking off till you get better motherboard. As for GPU, you could try overclock it via MSI Afterburner however, I suggest to download HWMonitor or other monitoring software to see GPU temps and to stress test it use Unigine Heaven or Valley. To overclock GPU, you need to move Core Clock by 10MHz up and stress test it. If it passes, you can increase more by 10MHz and test again. However be vary of temps, ideal temp would be 70°C, anything more and GPU may throttle. Besides I don't think you can overclock GPU much as it is not great overclocker-->

--> As Psychoman said below, you will not gain much performance. However if you still wish to try, be my guest. Just tread it carefully. You better leave CPU as it is because you 1. probably cannot overclock as it most likely doesn't have options to allow overclocking, 2. even if it has support (most unlikely) for overclocking, you still cannot do much due to quite bad VRM. I would try to save money and upgrade to better system whether used or new.

with 1.45V you should be able to overclock your Q9650 to 3.8-4.0Ghz stable, with good enough cooling of course.
your GTX 650, go in MSI afterburner and slide the power, core and memory sliders on the max and test for stability, if stable, you are done, if NOT reduce core and memory clock speeds, until stability is achieved, before that set a custom fan profile to have 1% RPM per 1C to keep the card cool.

Overclocking will NOT do much for your GPU though, you will get an extra 10-15% performance at best due to your GPU and the 10-15% overclock you can do on it, 20% tops. You can always unlock the voltage on the GPU, but usually the default 3rd party cooling solution is NOT good enough on all but high-end GPUs.

Also your motherboard is questionable since it's from Dell, so the VRMs are probably crap, so overclocking your CPU beyond 3.5Ghz is NOT advisable due to the probability of having crap VRMs.
