Locking to 30FPS because 60FPS causes headaches.

Hey People sniffle,

I'm sick and I'm in bed playing games until it goes away. Long story short 60FPS is making my head hurt but at 30 with a controller and motion blur I'm happily passing away the boredom by flying through Los Santos in a Besra. How can I enable a locked and smooth 30FPS for all my games? With GTA V I simply did it through the settings by setting the V-Sync to the "Half" setting. What about for Assassins Creed Black Flag and Rogue? Also Batman Arkham City, Shadow of Mordor and some other games? Is there some software I can use to to globally enable it. I'm running a MSI RX 460 4GB. I got it recently and I didn't even update anything on GD before this accursed cold got a hold of me. :'(

I belive some games(like Shadow of Mordor) have an option for max frames per second. For me it worked much better than vsync since it didn't cause stutter. If not, some programs for benchmarking also have options to limit the frames to 30 or 60 fps for the current app. One such example would be MSI afterburner with Rivatuner.
