I can't play the 2099 levels. the others run just fine. I'm getting a floating point operation error. help please.

The GD req says i can run it low on 1080p! But i played and i CANT!! Its sooo laggy.. On 1080p i get less than 10fps :( I can play only on 640*480 lowest settings which gives 40-55 fps.. But it looks really bad on 1080p screen.. Is there anyway for me to play at least on medium?
