dota cpu intensive, i3-2100 definitely can't perform smooth 60 fps with all cpu intensive settings no matter what resolution. even if you bound max frame rate on 60 it would be 40-60

2/4 cores due slow ddr3 1333/1600 not enough for all settings max. but if cut shadows, light, trees, grass, fog defenetly cant make stable 60+

whatram speed 666/800/1066?
Old c2d huge bottleneck your gpu.
My rig with almost lowest cpu settings drops from 79 to 45 fps. Defenetly recommend google how to put xeon e5450 to your rig. At first check if your mobo can carry bios update

big fights will drop cuz ddr2 on very low speed and your cpu in stock. recommend oc ram and cpu

It's a cpu game but maybe those graphics limit you around +24 fps on fights
