PC System Analysis For Grand Theft Auto V Requirements
You need a Core i5-3470 3.2GHz or FX-8350 processor coupled with a GeForce GTX 660 to run Grand Theft Auto V system requirements at recommended. You can expect to get around 60FPS at 1080p screen res on high graphics settings with this hardware. You should also have 8 GB system memory. The best chance at playing this at minimum sys specs on a 1280x720 screen res will be if your PC has at least the GeForce 9800 GT/Radeon HD 4870 graphics card. The CPU required to meet minimum requirements is a Phenom 9850 Quad-Core Black Edition/Core 2 Quad Q6600 2.4GHz processor. With that PC you will be getting around 30FPS on low graphics and may need to adjust some of the other Grand Theft Auto V graphics options. System memory for min is 4 GB. i would bump the texture quality down to High from Very High. for a more stable and optimal FPS. but Ultra is certainly doable, just expect some FPS fluctuations between 30-70fps

you MAY be able to. I had a system worse than that and got 30-40fps on the lowest settings at 720p. I wouldnt expect anymore than 30-35fps on the lowest for your system. you may see drops to 20fps with explosions and high traffic areas though.

you wont be able to. Unless you upgrade your RAM to Dual Channel 8Gb (4Gb x 4Gb) then yes, but you will see no more than 35fps on the lowest settings. You will see fps drops into the 20's, during high traffic areas and explosions, but it will certainly be playable if you do a RAM upgrade.

Game-Debate said that I have 20% less powerful GPU and 90% less powerful CPU, but anyway I can run it!

you could tweak some settings around low-med in those resolutions and get an average of 30-35 frames, perhaps even more.

I'm wondering why I'm having an issue running this game at a steady FPS (60) with my hardware. For example sometimes ill go from 60 to the 30's without much change in scenery. I'm also having issues with stuttering.

try enabling half vsync, usually keeps the fps more stabilized, sometimes even full vsync might be the answer, or experiment with directx settings
