It should as long as you have enough CPU power and RAM. For a 1050ti i do suggest a minimum of 12Gb at High-Ultra settings as GTA does love RAM

How many fps can I get on high? know I can do ultra but I don't really care about the details, high is more than enough for me,I'm more interested in the performance, can this pc run at almost 100fps constantly?

Okay let's be blunt. You will not get constant 100+ fps with dx12, they will drop to around 80s or 70s. Dx11 however is another case. Running on dx11 on 1080p very high will absolutely give you 100+ fps. Even in the most dense city regions your frames will not drop below 95.

Okay,I got the pc,I can tell that it runs at over 100fps with a mix of high-very high settings at 1080p without MSAA or advanced settings in GTA Online.

The ram is the problem. Its a ddr2 3 gigs, it will give you frequent game stutters and a bad gameplay experience. If you could upgrade it to 6 gigs atleast, then your system should run it at 35+ fps med-high settings at a decent resolution.
