PC System Analysis For Grand Theft Auto V Requirements
You need a Core i5-3470 3.2GHz or FX-8350 processor coupled with a GeForce GTX 660 to run Grand Theft Auto V system requirements at recommended. You can expect to get around 60FPS at 1080p screen res on high graphics settings with this hardware. You should also have 8 GB system memory. The best chance at playing this at minimum sys specs on a 1280x720 screen res will be if your PC has at least the GeForce 9800 GT/Radeon HD 4870 graphics card. The CPU required to meet minimum requirements is a Phenom 9850 Quad-Core Black Edition/Core 2 Quad Q6600 2.4GHz processor. With that PC you will be getting around 30FPS on low graphics and may need to adjust some of the other Grand Theft Auto V graphics options. System memory for min is 4 GB. Make sure your GPU can run DirectX 11.00 or Grand Theft Auto V won’t run. This means you will require a 10 year old PC to play smoothly.

The engine is bad. It takes ages to load and the map itself keeps unloading totally random assets and you'll find yourself walking in air.

The framerate is alright and I've tried all settings from low to high

I have the same specs except that my 1060 is a Founders Edition. In my experience playing GTA V you might have to turn some settings to High or Very High to achieve the 60 FPS.

I voted no because... The GPU is just too weak, i dont see 30fps being possible on any resolution. The rest of your system is fine, but the GPU is really holding you back.
