Batman: Arkham Knight requires at least a Radeon R9 280 or GeForce GTX 760 to meet recommended requirements running on high graphics setting, with 1080p resolution. This hardware should achieve 60FPS. 8 GB will also be needed to achieve the Batman: Arkham Knight rec specs and get 60FPS. Batman: Arkham Knight needs a graphics card thats at least as powerful as a GeForce GTX 660/Radeon HD 7950 paired with Phenom II X4 965/Core i5-750 2.66GHz CPU to match the min specs. This PC setup will deliver 25-35 Frame Per Second at Low graphics setting on 720p resolution. We suggest a 9 year old PC to play smoothly.

you can run it but you will have high drop frames but you can run it the lower resolution and all very low i recommanded

I voted yes because...I ran it on high with an FX-8300 (stock) and HD 7950 steady at 30 FPS. I don't know how high the FPS would go without the cap though.

When it first launched their was a massive controversy due to the poor optimization, but the patches have fixed everything. It runs very well on systems that meet the requirement. I have no idea how well it scales on lower end hardware though. Btw I ran the game on high with an FX-8300 and HD 7950.
