I don't know your monitors refresh rate, but
60FPS with everything on ultra should be the norm for you.
I wouldn't be surprised that you could hit 120FPS with some settings on HIGH.

Looks my estimates were too conservative.
From what I've researched, you should be able to hit 120 - 140 FPS on 1080p with Very High settings.

He did mention that for some reason his GPU doesn't stay at 99% load (it hovers between 85 - 91%), so there is still some performance left on the table. Having said that, it doesn't mean you'll have the same issue.

Forgot to mention that (for his case) the 85 - 91% GPU load was normally present at 1440p at very high settings. The CPU wasn't a bottleneck, it was normally under 40% at 1440p gaming. Msg me your results.

Absolutely. You'll probably get over 60+ FPS on 1080p, so you might be able to set some settings to medium and high.

Game debate says i can run easily, yet the only way i can get above 40ish frames with constant drops to 20 is all low settings and my res set to 1024x768. why?

Is the game using your integrated graphics by any chance? There is no way in hell you should have below 60FPS at 1080p with high to very high settings.
Also check if your drivers are up to date.
