A poorly optimized game. Raises the temperature of the video card by using alt tab for infinitely processing the frames. Risk to hardware damage!

I'd say there system requirements are waaay higher than what they really are, since I'm able to run this pretty comfortably (haven't checked with fraps, yet, but it probably varies from 20-45+ fps) on low-med at 1600x900.

'Fraid not, your CPU is terrible, the Pentium series is only worth getting if it is a G3258 but only if you intend to overclock it, i'd advise getting an i3 4160 if you do not have the money to get an i5, you should also get a GTX 750Ti if you don't have much money.
I'd also advise getting an extra 4GB of RAM.
