You dont need the 850W power supply, your PC will only be using 230W so I recomend getting something cheaper, also you might want a better video card for csgo.

this game is extremely well optimised and you can easily play this at least with 40fps on Low. You will see frame drops at times, but it will be playable

You should be able to get 100+ fps if you use high or lower. I personally have i7 4790k and gtx 980 and use everything on low.

It should work fine but i have fps drops very often and i cant figure out how to lock at 30.

Lock at 30 fps? Trust me, you don't want lower than 60 fps it will literally hinder your ability to play the game and get good. But to lock fps in csgo you need to press the tilde button or "`" below escape and write "fps_max ..." you can also limit the fps on the main menu.

I'm playing with medium graphics and still sometimes stuck after 10seconds(not stable fps), what should I do.. srr for my english skills.. :) cs go steam version.+new pc.. all drivers are updated and i play with power cable on..

Well, those recommendations are quite old and after many patches CSGO*s system requirements have gone up. You can play with 4Gb an even 2Gb but it isnt really enough. For example, when Im writing this:
Checked my memory usage, 5,1Gb used out of 7,9Gb. Only 4 Chrome tabs open and steam running in the backround...

So the easiest way to upgrade your laptop would be to upgrade to 8gb, either dual channel 2x4Gb or a bit worse 1x8gb. Dual channel option would be better because then ram bandwidth goes up. However, if you dont have a laptop that supports it, Im afraid you have to upgrade to 1x8gb at least. Or upgrade to 1x16gb

I would recommend you use launch options:
-novid
-threads 4
-high
-nojoy
-tickrate 128
-nod3d9ex
+mat_queue_mode -2
+cl_forcepreload 1


These might increase your fps or get rid of stuttering, but they dont really do anything visually.

Put all your graphics settings to low , you dont need graphics to play this , the rig is ok in playing the game at least 60+fps , if lowering your graphics wont work , search for some nvidia graphics optimiser for games on the internet .
