I get 15fps with shadowplay turned off (seen with fraps) and I get 60fps with shadowplay turned on (seen on fraps and shadowplay fps counter) This issue is huge can someone please help me out it's driving me insane.

I really doubt you will run into any problems at 1080p max settings with constant 60fps.
It would really have to be a giant pile of unoptimized garbage to run bad with your specs and these recommended system requirements. Server lag aside, on your end it's cool.
