Oh wait Win10 too...? ok, Well they put some high-A*s resolutions here boio, seems like consoles are getting better those days.
But honestly I am not sure you would need exact high end hardware on your PC to run this game on high.

your setup is similar to my laptop and i have it set and gets over 60 easily now. ill post you my settings. best way is to turn shadows down to low. they are a huge performance hit.

There isn't much of a difference between AMD's recommend and ultra requirements GPU :O

Maybe that is beacause the game needs more than 4gb of vram on ultra and from the Nvidia side they could only but a gtx 980ti that meets the requirements. I'm guessing that is the case. Hope I'm right as my R9 390 is not to far from R9 390X

Its a game made for Xbox one which is ported over to work on PCs. All xbox ones have 8GB of ram so it is to be expected that the game is set to use that much as a minimum. having more than 8GB is probably just to make it run better.

Current gen consoles have 8gb of ram but that is also shared with OS. Just 5.sth gb (depends on which console) is usable for the game itself (that is ram+vram in case of pc). It will require more ram on pc but I think 6gb of ram may be

Well this one is the ultimate edition which has hi res textures so it would look better and isn't really locked to 30 fps like the 360 version.
Also as you can see from this link this is the original released on PC back in the day.
