Can I run Burnout Paradise: The Ultimate Box at 60FPS on medium at 1080p?
FX-4100 GeForce GT 520 4GB

It's not really neccesary to run it on 1080p, I feel comfortable with 720p if neccesary to run it fine.

so idk why well i have a quad core but it still lags. i hear that the core 2 quad q8300 is not good at processing some dual core games. i even tried lowest settings still get horrible lags. i have a top end graphic card. any idea why? help.

Yes ,Quad Core is better than Dual Core ,but in some case ,Dual Core is better than Quad Core .Maybe you can check some hardware errors or try to fix your computer by Virus or registry problems .

"recommended" is wrong, i run this game high settings without issues, and my gpu is 71% "wrost" compared with radeon hd 3870 lol

This game is well optimised in my opinion. I used to play this on my laptop without issues. With the CPU you are running the integrated graphics are pretty good. When comparing integrated to dedicated it runs some issues. But it runs. :D
