Played FM7 with i3 7th gen, 920MX 2GB, 8GB RAM, and got 30 fps that rarely drop at very low. But when played FH3 with the same spec at very low I only got 8-18 fps! How could be it happened?

Yes, but i really dont understand why Horizon 3 stuttered worse than Motorsport 7. I play Motorsport 7 with medium spec and got 25-35 fps even beyond of that...

With that RAM and GPU probs 10-20 fps on lowest with probably 720-1080 resolution.

The requirements are inaccurate. I can get up to 80 fps in this game on ultra in 1080p with 4x MSAA, no less than 55 fps anytime (60-71 fps average). Game Debate says I could only run it in medium settings.

I tried the DEMO and noticed the performance is much lower than newer cards like GTX 950 that should have an equal performance, all because of DirectX 12 support.
Also have to say these requeriments are too high compared to the official in Microsoft Store.
