Arma III Apex requires at least a Radeon HD 7750 1GB GDDR5 or GeForce GTX 560 to meet recommended requirements running on high graphics setting, with 1080p resolution. This hardware should achieve 60FPS. Also your PC needs 4 GB RAM to meet the rec specs and run at 60 frames. Arma III Apex needs a Pentium Dual Core E2220 2.40GHz or Athlon 64 X2 Dual Core 4800+ processor coupled with a GeForce 8800 GT to run Arma III Apex system requirements at minimum requirements. A machine of this performance will return around 30FPS on low settings.

If you realy have that gpu and cpu, you can play ARMA 3 Apex at 4K, ultra settings with 60fps.

I voted yes because I believe you can play that game at 1080p with everything maxed experiencing 40 to 60 fps.
The game can be CPU intensive, but I read somewhere, if you put shadows on max, the game will go more easy on your CPU.

It depends bro, if you play it on 1080p on low you might just be able to scratch 30 FPS. Your CPU is powerful to handle AI commands in-game but your GPU is bottlenecking your CPU. I'd reccomend you to get like a GTX 950 or 960 and you'll be fine!

I voted yes because...Yeah you should be able to run the game just fiddle with some settings. I reccomend you to disable vsync in game and enable it in nvidia control panel (maybe even to adaptive setting).

I voted yes because my friend has the same GPU (but i7 4710HQ) and he can play games like GTA V on low-medium at 1080p, so you should be able to play ARMA 3 at 1080p, medium settings with 60fps. The game can be CPU intensive.
