I voted yes because...because you can. I run Witcher 3 at 1080p with 24" monitor at around 60fps, high settings, Nvidia hair stuff is of, with FX 6300, 4GB 1886mhz ram and AMD R9 380X.
So you can max it easy.

Your cpu seems to be the bottleneck here , but even then ultra with 30-50 fps should be possible with hairworks turned off this game is very well optimized and should you tweak some settings like shadows to high youll get close to 60 fps easily
