Aztez requires at least a Radeon HD 7950 or GeForce GTX 660 to meet recommended requirements running on high graphics setting, with 1080p resolution. This hardware should achieve 60FPS. Also your PC needs 4 GB RAM to meet the rec specs and run at 60 frames.
