Forza Horizon 4 requires at least a GTX 970 graphics card to run smoothly at 60FPS and 1080p. Your PC will also need at least 12GB system memory and an intel i7 to reach the recommended requirements for Forza 4 Horizon. Minimum requirements for the game are less demanding with an 8GB RAM requirement and a AMD R7 250x graphics card or GTX 650 Ti to get 30FPS with some graphics settings tweaked

Normally I wouldn't see how that GPU would hold you back from running on High settings, but that processor is going to be a massive bottleneck. You should look into getting a new processor and maybe investing in a GTX 1070 instead.

You might get a bit of stuttering due to the fact that the game is very vram hungry. Thankfully the graphics options menu tells you what options impact vram the most. Turn those down and you should be OK.
