I voted no because...probably not at ultra because this game is very poorly optimized lower the graphics and you'll run it pretty good.

Can I run this game on 60 fps? And Just a question if someone is willing to answer. Is My Laptop really Bottlenecked by the i5-9300H? according to bottleneck calculator it only have a 3% bottleneck. Seems fine except on CPU Intensive games.

Yes.
Also I think you should aim for medium 60FSP at 1080p.
Your hardware should have the horsepower to make it happen.

My bet would be the RAM. Have you checked your usage via Task Manager?

I looked at your profile, and I didn't see an SSD. If you're playing from an HDD that could also be a factor.

Ah ok, Everything i've read indicates 8GB of Ram just doesn't cut it for solid Fps for this game sadly, Maybe the HDD is a factor too. I have a SSD for bootup.

I've read the same.
16GB is basically the new min. As for your SSD, I take it it's not big enough to store large games on it.

Put everything to low, and lower your resolution to 720p and you might get 30FPS (stable is another matter).
The GPU is holding your system back.
