You need a Core i7-9700K 8-Core 3.6GHz or Ryzen 7 3700X 8-Core 3.6GHz processor coupled with a GeForce RTX 2070 to run Halo Infinite Multiplayer system requirements at recommended. You can expect to get around 60FPS at 1080p screen res on high graphics settings with this hardware. 16 GB will also be needed to achieve the Halo Infinite Multiplayer rec specs and get 60FPS. Halo Infinite Multiplayer needs a graphics card thats at least as powerful as a GeForce GTX 1050 Ti 4GB/Radeon RX 570 4GB paired with Ryzen R5 1600/Core i5-4440 3.1GHz CPU to match the min specs. This PC setup will deliver 25-35 Frame Per Second at Low graphics setting on 720p resolution. System memory for min is 8 GB. Make sure your GPU can run DirectX 12.00 or Halo Infinite Multiplayer won’t run. We suggest a 4 year old PC to play smoothly.

i7-8700 and RX 6500 XT should theoretically manage high settings on 1080p with playable fps. But I would advise medium for the best experience. The biggest drawback for you here is the 8 GB RAM, which is going to cause issues in the open world of the campaign and with loading times especially.

It is too old and also too weak. I have seen more powerful GPUs struggle with this game. You should ideally have nothing less than a CPU twice that powerful for this game even for just low settings.

I am assuming you made a mistake and have the GTX 1650 Mobile GDDR5 (which is what you usually find paired with the i5-9300H).
You'll be fine on medium settings at 1920x1080, no AA, turn off motion blur since that seemed to improve fps consistency and actual fps a bit for me. Should get steady 60 fps.
Note: Make sure Windows is up to date and you have latest drivers. Infinite Insider kept crashing for me when I first installed it but the problem went away after I did some updates.
