The best chance at playing Watch Dogs at recommended sys specs on a 1920x1080 screen resolution will be if your PC has at least the GeForce GTX 560 Ti/Radeon HD 7850 graphics card. The CPU required to meet recommended requirements is either an AMD FX-8350 or Intel Core i7-3770 4-Core 3.4GHz processor. This type of gaming rig will deliver you around the 60 Frames per second. 8 GB will also be needed to achieve the Watch Dogs rec specs and get 60FPS. You definetely can. It's not as bad optimised as people say. In fact , it's better optimised than many games released last few months. I think you can go with high and maintaing stable 60 FPS with some drops on heavy action sequences.

EDIT: That is if your resolution is 1080p. IF you have lower you should be able to achieve even more :)

Give it a try on medium or lower and see you might be able to pull it off since your CPU is quite powerful

You're going to need at least a GTX 650/750 to play it on medium settings.
Right now with a GT 610 and also a silent model (cause silent models are usually clocked down) you wont even be able to play the game on the lowest settings.

Whoa, calm down please. If you don't like Ubisoft's latest games, don't buy them. It's not rocket science.

Also, GTA 5 is a finished game, whereas WD wasn't. Which is another problem that game devs have been having recently.

Here is the thing about GTA games and they are mainly a run and gun type while as Watch Dogs is more based on the stealth elements and also you can switch from your single player experience to online when you want to and if i recall for GTA V you have to select it in the start of the game if you want story or online.

Means i'd need to upgrade my cpu as well. Any dx11 card will be bottleneck-ed, right? (inexperienced)
moving forward, lets forget about watchdogs, is there a possible GPU upgrade (any price) but WITHOUT any bottleneck with my CURRENT cpu?

Any powerful modern GPU would be bottlenecked, I'm afraid... If you upgrade, it's going to have to be a complete rig overhaul :/

If you were planing on building a new system but on a budget just get a Athlon X4 860K with a GTX 750 Ti and you wont have any problems.

I don't think so :( Your graphics card has DirectX 10 and you will need a GPU that supports DirectX 11
