Game's a VRAM hog so probably in the medium-high range for 60fps and if you turn it up much then you'll get major VRAM swap stutters. Desktop 760 can do tweaked high settings with an odd hitch everyone once in a while.

Best choice is to play on high settings around 50 fps but watch out your gpu is bottlenecking that gpu so you will see sometimes fps drops.Enjoy

HD 3000 wont help you almost nothing,you can play the game as I said but there is going to be bottleneck.

i can get 25-35 fps in ultra 1080p, 30-40 fps in high, 40-45 fps in medium. Textures are not in ultra cause i have not more than 2gb of vram.

Yeah go for low-medium on that resolution should look around 20+ fps. However I would recommend playing on lower resolution on medium settings for more playable experience.

No idea if you have built that rig already or not, but if you already have it please get the rig verified.
As for Watch Dogs a 4790k/6700k and 980 ti would be enough for max settings 1080p. For 4k SLi will give you around 60fps.
If you haven't built it yet I would advice 980 ti SLI, Titan X are pretty overpriced and doesn't provide much performence against 980 ti in gaming.
Also fps are determinded by other factors as resolution and anti-aliasing options as well.
