PC System Analysis For Watch Dogs Requirements
The best chance at playing Watch Dogs at recommended sys specs on a 1920x1080 screen resolution will be if your PC has at least the GeForce GTX 560 Ti/Radeon HD 7850 graphics card. The CPU required to meet recommended requirements is either an AMD FX-8350 or Intel Core i7-3770 4-Core 3.4GHz processor. This type of gaming rig will deliver you around the 60 Frames per second. 8 GB will also be needed to achieve the Watch Dogs rec specs and get 60FPS. Watch Dogs needs a graphics card thats at least as powerful as a GeForce GTX 460 768MB/Radeon HD 5770 1024MB paired with Phenom II X4 940/Core 2 Quad Q8400 2.66GHz CPU to match the min specs. This PC setup will deliver 25-35 Frame Per Second at Low graphics setting on 720p resolution. We suggest a 10 year old PC to play smoothly.

Go for lowest settings and you should be able to run it, warning it is a poorly optimized game.

At 768p, medium settings at 30-40 but 1GB of VRAM is really not much you need at least 2GB

You're trying hard to play the game on very high settings aren't you cause your system is able to play it on medium settings.

The optimization of this game is horrible. I guess Ubisoft focus too much on sales they forgot about optimizing their games like AC Unity and Syndicate. MGS ftw

The game wasn't that poor on the optimization and also like i mentioned if you were trying to play the game on high or even very high settings it will lag for you and you will get frame dips down to around 15-20 fps which if you used Geforce Experience it would have the game optimized for you at medium settings. As shown here from one of my video's you can see that there is no freezes cause i have used the optimization in Geforce Experience and yes the res is 768p but able to play on very high settings.

Game debate states the Minimum of 30 fps at all times. You probably got 30 average fps.
