Yes you can if you have a 1080p monitor you can at medium settings with 25-40

At 768p, medium settings at 30-40 but 1GB of VRAM is really not much you need at least 2GB

if you want 720 p you can max out the settings and you will get about 45_50 fps

You can even up the texture detail a notch.

The optimization of this game is horrible. I guess Ubisoft focus too much on sales they forgot about optimizing their games like AC Unity and Syndicate. MGS ftw
