i have a 3080oc bought from new egg and when i play fallout 4 im getting 30-50 fps ultra settings, on low i get 60-90 seams stupid low to me,, i dont have any caps on y settings in gforce, i dont have vsync on ether im running 2560x1920 monitor by lg

Seems to me that you're getting a bottleneck due to the CPU being on the lower end of the Ryzen family.
