i'm running everything at maxed at costant 60fps not mattering the resolution.

Can I run this at lowest settings, 1280x720 at 30fps? I don't meet the minimum system requirements with my GPU but I think they're a bit off...

I can run this max with 4x AA or something easily despite my GPU 36% below minimum, just so you know.

Yes you can. I can run this game fine with the intel patch. just make sure you google up the intel patch and put it in the game. but steam already updates it for you.
