Assassins Creed 4 Black Flag requires at least a Radeon HD 5850 1024MB or GeForce GTX 470 to meet recommended requirements running on high graphics setting, with 1080p resolution. This hardware should achieve 60FPS. Assassins Creed 4 Black Flag needs a Core 2 Quad Q6400 2.13GHz or Athlon II X4 620 processor coupled with a GeForce 8800 GS to get it to run minimum system requirements. This will return around 30FPS at 720p screen res on low graphics settings, but you can also adjust the settings further to tweak. cuz i used to play it on high on GT 1030
obviously your CPU is slightly weak tho

My GTX 760 goes half usage or so with high or low settings in graphics because my Old Core 2 Quad Q9650 has one core in max usage, others very high too. My CPU meets the recommended specs with 3 percent more but they are the actual minimum.
